Leurs familles (et les nôtres) : regroupement familial et mariages binationaux à l’heure de l’immigration subie

Le droit à vivre en famille est inscrit dans la logique démocratique, y compris au niveau européen. En même temps, la volonté politique de restreindre l’immigration dite “subie” suppose de limiter le regroupement familial et les mariages binationaux. Aussi s’emploie-t-on à distinguer “leurs” familles (fausses) des “nôtres” (vraies) : c’est la suspicion a priori à l’encontre des “mariages blancs”, voire de ce qu’on pourrait appeler la “filiation blanche”.

Éric Fassin est Professeur agrégé à l’École normale supérieure, département de sciences sociales, chercheur à l’IRIS (Institut de recherche interdisciplinaire sur les enjeux sociaux), CNRS / EHESS / Inserm / Paris-XIII. Il est membre de Cette France-là, qui vient de publier un ouvrage du même titre sur la politique d’immigration actuelle.

Ses recherches portent sur l’actualité des questions sexuelles et raciales. L’enjeu de cette politisation est la naturalisation des rapports sociaux qu’opèrent les discriminations, tant sexuelles que raciales – et sa critique, dans une logique de dénaturalisation. Un travail sur les enjeux minoritaires conduit ainsi à une réflexion sur les normes majoritaires, et sur les transformations de leur statut comme de leur contenu. Il porte à la fois sur la politisation des questions sexuelles (et raciales) et, en retour, sur la sexualisation (et la racialisation) de la politique – avec par exemple les controverses autour du “mariage homosexuel”. Il porte sur la parité, tant à propos des statistiques de la diversité que de la participation des “minorités visibles” à la vie politique.

8. Defne Türk-Yunan Festivali

Türkiye ile Yunanistan arasındaki dostluk ilişkilerini sosyal, ekonomik, kültürel ve sanatsal alanlarda daha da ileri seviyelere ulaştırmayı amaçlayan 8. Defne-Türk Yunan Festivali, bu yıl 12-16 Haziran tarihleri arasında yapılıyor.

 Türkiye ve Yunanistan arasındaki dostluk bağlarını güçlendirmek amacıyla “Türkiye’de Defne”, Yunanistan’da ise “Nea Dafni” ismi ile çalışmalar yapan Türk-Yunan Dostluk Derneğinin bu yıl 8.’sini gerçekleştireceği Türk-Yunan Dostluk Festivali bu yıl  12-16 Haziran 2009 tarihleri arasında Kapadokya ve Yunanistan’ın Kavala kentinde gerçekleştiriliyor.

 Kavala’da 12 Haziran Cuma günü başlayacak olan Türk-Yunan Dostluk Festivali’nin ilk etabı 13 Haziran Cumartesi günü son bulacak.

Türk ve Yunan müzisyenlerden oluşan Café Aman Istanbul, repertuarını 1922 öncesi ve sonrası başta İstanbul, İzmir, Atina gibi liman şehirlerde olmak üzere dönemin Café Aman ve müzikli kafelerde icra edilen rembetikolardan oluşturmaktadır.

Çalışmalararına bir müzik atölyesi mantığıyla yaklaşan grup dönemin kaybolmaya yüz tutmuş repertuarını otantik bir yaklaşım ve yeni bir yorumla dönemin dansları eşliğinde sunmaktadır. Rembetiko müziğinin Anadolu kökenli şarkı ve ritimlerini İstanbul ve İzmir’den yıllanmış şarkılar ve türkülerle sunan grup, bu konserde Türk ve Yunan ortak müzik repertuarını işleyecektir.

Legal instruments for combating racism on the Internet

Various national and international legal instruments punish hate speech. However, the specific nature of the Internet calls for the adoption of new strategies to combat hate speech promoting racism and violence, which is widely and swiftly disseminated on the web.

As the Internet ignores territories and has no boundaries, states cannot control it effectively by unilateral national regulation; what is needed is increased international co-operation. Efforts to harmonise national legislation – including the Additional Protocol to the Council of Europe Convention on Cybercrime – have come up against a series of difficulties. One of these is the fact that there is no universally accepted definition of the illegal nature of racist speech, which can be protected by the right to freedom of expression.

This book describes the situation in 10 Council of Europe member and observer, states and discusses the problems faced and solutions introduced by these countries, as well as by European and international organisations and civil society.

Organisée par la revue Hommes & Migrations, avec Xavier North (délégué général à la Langue française et aux Langues de France), Henriette Walter, Georges A. Bertrand, Murat Erpuyan (rédacteur en chef de la revue franco-turque Olusum / Genèse).

Comme les hommes, les mots et les expressions circulent, véhiculant avec eux la culture du pays dont ils sont originaires et favorisant les échanges dans les pays où ils s’installent. Les langues ne sont pas imperméables aux mots venus d’ailleurs. Quelles sont les influences des langues étrangères sur la langue française ? La présence des migrants en France joue-t-elle un rôle dans ces transferts linguistiques ?
Inversement, comment la langue française s’exporte-t-elle à travers ses mots aujourd’hui? Vers quelles langues ? Cette migration des mots participe-t-elle au rayonnement de la culture française à l’étranger ?

Osmanlı Beyliği 14. yüzyıl başında Ortaçağ dünyasının karanlık deniziyle tanıştı. Venedik ve Cenevizlilerle yapılan savaşlar, Rumeli fütuhatı, ilk tersânelerin kuruluşu bu dönemde gerçekleşti. İstanbul’un fethi Beylikten İmparatorluğa geçiş sürecini noktalarken, Akdeniz ve Karadeniz’i siyasi coğrafyada birleştirecek güçlü bir donanmanın da temelleri atıldı. Rönesans’ın sonlarında korsanlığın etkisi azaldı ve Barbaros Hayreddîn Paşa’nın kişiliğinde Osmanlı denizciliği altın çağını yaşadı. Yeni Dünya’nın keşfi denizcilik dünyasında devrim yapmıştı. Geleneksel Venedik kadırgalarından İspanyol kökenli kalyonlara geçildi; kas gücünün yerini rüzgâr gücü aldı. Osmanlı donanması 18. yüzyıldan 20. yüzyıla uzanan modernleşme sürecinde öncü bir rol oynadı. Batılı denizcilik eğitimi, yeni teknolojilerin uygulanması ve modern donanma organizasyonu bu dönemin eseridir. Kalyondan zırhlıya geçen Osmanlı deniz gücü artık İmparatorluk adına son sözü söyleyecektir.

Osmanlı Donanmasının Seyir Defteri: Gemiler, Efsaneler, Denizciler sergisi, birbiriyle bütünleşen üç farklı deniz mitolojisini iç içe geçiriyor. Osmanlı denizcilik tarihinin zihinlere kazınmış gemileri, katıldıkları savaşlar ve bu savaşlarda efsaneleşen kahramanlar, tarihsel boyutuyla uygarlık sahnesinde yerlerini alıyorlar. Kurgunun merkezinde geleneksel denizcilik anlayışından modern denizciliğe geçişin olağanüstü serüveni var. İktidar arzuları, yıkılan tahtlar ve insanın kendi kaderini denizle özdeşleştirmesi bu serüvenin ardındaki belki de en eski öykü. Günümüze miras kalmış 16. yüzyıl Osmanlı kadırgasından Yavuz zırhlısına uzanan bir tarihin köşe taşları, denizcilerin anılarıyla yeniden günışığına çıkıyor
